TARGET Privacy Statement
The UK Health Security Agency (UKHSA) is responsible for planning, preventing and responding to external health threats, and providing intellectual, scientific and operational leadership at national and local level, as well as internationally. UKHSA will ensure the nation can respond quickly and at greater scale to deal with pandemics and future threats. UKHSA's responsibilities include providing the TARGET (Treat Antibiotics Responsibly, Guidance, Education and Tools) toolkit and supporting NHS England to roll out TARGET training.
The purpose of the TARGET toolkit and training is to provide evidence-based guidance, education and tools to primary healthcare provides to prevent and manage common infections and optimise antibiotic use.
This privacy notice explains what personal information we collect, use and may share as part of any activities with the TARGET toolkit, this includes:
- TARGET contact list (for healthcare professionals with an interest in TARGET resources and antimicrobial stewardship).
- Stakeholder communication and feedback (for healthcare professionals and other stakeholders who provide feedback on TARGET resources).
- Research participant contact list (for members of the public who are interested in receiving information about research opportunities).
- TARGET training roll out (for healthcare professionals who have received training on TARGET resources).
It also explains what your rights are if we hold your personal information, and how you can find out more or raise a concern.
UKHSA is an executive agency of the Department of Health and Social Care (DHSC) DHSC is the data controller for the personal information we collect, store and use to fulfil our remit.
The personal information we collect and use during activities associated with the TARGET toolkit include:
- full name
- email address
- information about your role
Anonymised feedback / data may be collected as part of TARGET resources service evaluations and training.
The personal information about you collected by the TARGET team is used by us in the following ways, dependent on what activity you have provided your contact details for.
TARGET contact list
When signing up for the TARGET contact list you can opt in to:
- Receive the quarterly TARGET newsletter
- Being contacted by the TARGET team to ask your advice about your area of expertise
- Receiving updates to the TARGET resources
- Invite you to participate in our research or to review TARGET resources
- Receive information from us about third parties that might be relevant for your professional role
Stakeholder communication and feedback
We will collect personal information if you are involved in a TARGET project or provide feedback as part of a review or public consultation of a resource or guidance. This may be written or verbal feedback provided during a meeting or focus group/interview. If you are contributing to a formal consultation or as part of a steering/working group, your name and professional role may be acknowledged, on resources or in consultation reports. However, we will ask for your permission before we do this.
Research participant contact list
If you choose to join our research participant contact list, we will retain your contact details so that we can invite you to take part in future studies relevant to TARGET research activities. Joining the contact list is entirely voluntary and is separate from participation in any individual research study. The purpose of this is to contact you about future research opportunities that may be relevant to you.
The information retained on the contact list will consist of your name, email address and a record of your consent to be contacted about future research opportunities. Your contact details will be stored separately from any research data collected during studies. Information held on the contact list will not be linked to your research responses unless you separately consent to participate in a future study.
TARGET training roll out
If you have provided your information in connection with the TARGET training rollout, your personal information will be used to:
- issue you a personalised html TARGET training certificate via email
- (with your consent) add you to the TARGET contact list
- (with your consent) contact you in the future in relation to the TARGET training you attended
The results of the TARGET training roll out will determine if national TARGET training has an impact on antibiotic prescribing and support the achievement of the UK Antimicrobial Resistance National Action Plan.
Anonymised feedback / data collected as part of TARGET resource service evaluations and training will be used to review our tools and training to see where improvements can be made. These findings may be published in reports, TARGET promotional/learning material, or scientific publication. You would not be identifiable from the data published unless we have your explicit consent.
The personal information you provide is protected in a number of ways.
It is stored on computer systems that have been tested to make sure they are secure and which are kept up-to-date to protect them from viruses and hacking. Where we share your personal information with other organisations (TARGET training roll out only), we only ever do so using secure computer systems or encrypted email.
Your information used by us can only be seen by staff who have been specifically trained to protect your privacy. Strong controls are in place to make sure all these staff can only see the minimum amount of personal information they need to do their job.
Whenever possible, we only use your information in a form that does not directly identify you. For the purpose of evaluating TARGET training and resources your name and email address will be removed.
If you consent to being added to our TARGET or research contact lists and/or consent to being contacted in future about the TARGET training roll out, your details will be added to dedicated, secure databases. We will only use your name and email address for these purposes.
If you take part in ‘Train the Trainer’ sessions and will be delivering TARGET training in your Integrated Care Board (ICB), Primary Care Network (PCN) or a GP Practice, your name and email address will be added to a dedicated, secure database of accredited TARGET trainers.
No information that could identify individual people is ever published by UKHSA.
All personal information used by TARGET Antibiotics is held in the UK only.
If you have provided your personal information for the TARGET contact list, research contact list or as part of a stakeholder communication and feedback activity, your information will not be shared with any other organisations. If you give permission, your name and role may be included next to feedback in published consultation documents or acknowledged in published resources. If warranted you will be asked for permission in the digital feedback form used through a consultation or through steering/working group meeting communications.
If you are involved in the TARGET training rollout we may share your personal information with other organisations to support the delivery of the TARGET training roll out. If we do share your personal information, we only do so where the law allows and we only share the minimum necessary amount of information.
If you take part in a ‘Train the Trainer’ session and will be delivering TARGET training in your ICB, PCN or a GP Practice, your name, email address, role and ICB/PCN will be shared via the accredited TARGET trainer database with NHS England to enable the effective cascade of training.
If you take part in a session that is not a ‘Train the Trainer’ session, your personal information will not be shared with other organisations.
UKHSA may share anonymised information from service evaluations of the TARGET training and resources with other researchers subject to relevant legislative and ethics controls. These findings may be anonymously published in reports, TARGET promotional/learning material, or scientific publication.
The personal information for TARGET accredited trainers is kept until you notify us that you no longer wish to be an accredited trainer. You can be removed from our accredited trainer list by sending an email to TARGETAntibiotics@ukhsa.gov.uk. We will contact accredited trainers annually to confirm you are happy for us to continue to store your personal details on our accredited trainer database.
The personal information you provide as part of the pre and post session survey will be kept for the duration of the national target training roll out and evaluation which will be reviewed every 3 years.
The personal information used for the TARGET contact list is kept until you notify us that you no longer wish to be on our contact list. You can be removed from our mailing list by sending an email to TARGETAntibiotics@ukhsa.gov.uk or by clicking the ‘unsubscribe’ link in the newsletter.
Personal information held on the research participant contact list will be retained until you request removal from the contact list or for 3 years from your last engagement, whichever occurs sooner. You may request removal from the contact list at any time by contacting TARGETAntibiotics@ukhsa.gov.uk, and your contact details will then be deleted from the database.
Continued storage of personal information linked to TARGET consultations and projects will be reviewed every three years with a view to destroy material when it is no longer required.
Under data protection law, you have a number of rights over your personal information. You have the right to:
- ask for a copy of any information we hold about you
- ask for any information we hold about you to be changed if it is inaccurate
- ask us to consider restricting our use of your information, although this is not an absolute right and we may need to continue to use your information – we will tell you why if this is the case

- ask us not to use your information to make automated decisions about you without the involvement of one of our staff

You will be asked to provide proof of your identity so that we can be sure we only provide you with your information
YYou will not be asked to pay a charge for exercising your rights. If you make a request, we will respond to you within one month.
The law on protecting personal information, known as the UK General Data Protection Regulation (UK GDPR) and the Data Protection Act 2018 (DPA), allows UKHSA to use the personal information collected by TARGET Antibiotics. The sections of the UK GDPR and the DPA that apply where we use personal information for TARGET Antibiotics are:
- UK GDPR Article 6(1)(a) ‘consent’
- GDPR Article 6(1)(e) ‘processing is necessary for the performance of a task carried out in the public interest’
